Returns the accounts a TikTok user follows, 20 per page, with their profile details and counts.

Accounts are in `followings`; `total` is the following count. To page, send the response's `min_time` back as `min_time` while `has_more` is true. An unknown account is a free 404; a page with nobody in it is an empty list for 0 credits. The endpoint can answer a free 503 when it is temporarily unavailable; retry later.
05Errors & credits
Every error has success: false, a real HTTP status and costs no credits.
400missing_parameter
A required parameter is missing or invalid.
403private_account
The account is private or age-restricted.
404not_found
No such account.
503upstream_error
The platform did not answer; retry shortly.
